Projects
Between 2017 and 2022 Torusline’s founder and team were the engineering and technology partner to Cambridge Resources International (CRI). Torusline LLC was formed in 2024 to carry that work forward. CRI is an international economic consulting firm serving the World Bank, development banks and government clients in more than twenty countries. CRI held the economic methodology. Torusline designed and built the software.
The systems below support public investment management. Governments use them to record proposed projects, appraise them, approve them and follow them through implementation.
In every case the client was the government agency.
Public Investment Management Information System (PIMIS), Jamaica
Client: Ministry of Finance and the Public Service. Delivered between 2017 and 2022.
PIMIS is a web-based repository of all public investment projects across central government, public bodies and public-private partnerships. It handles electronic submission and tracking of the Public Sector Investment Programme. It supports appraisal, approval and monitoring of those projects.
The system was developed under World Bank support to the ministry.
Integrated Bank of Projects (IBP), Uganda
Client: Ministry of Finance, Planning and Economic Development. Hosted by the National Information Technology Authority. Delivered between 2017 and 2022.
The IBP is a single-window platform for all stakeholders in the public investment management system. It is a central repository covering the project lifecycle from concept to closure. Submissions pass four decision gates: concept, profile, pre-feasibility and feasibility.
e-SNIP, Mozambique
Client: Ministry of Economy and Finance. Delivered between 2017 and 2022.
e-SNIP is the national public investment information platform. It supports the National Public Investment System and holds a repository of public investments at central and local level. It carries real-time information across design, appraisal, approval and implementation. The system is in Portuguese.
National parameters databases: one platform, five governments
Economic appraisal of public projects needs national parameters. These are conversion factors that turn market prices into economic values.
Torusline built one platform for this purpose and deployed it for five governments. Each deployment holds that country’s own parameter set.
- Uganda. Ministry of Finance. Public web application with economic conversion factors for more than 5,000 tradable commodities and non-tradable sectors. It also holds labor categories by region and skill, the social value of time, and environmental valuation data.
- Kenya. National Treasury. 6,300 tradable commodities classified under the Harmonized System, plus non-tradables, labor categories and social value of time parameters.
- Ghana. Same platform, deployed for the national government.
- South Africa. Same platform, deployed for the national government.
- Ethiopia. Same platform, deployed for the national government.
How these engagements were run
CRI held the client relationship and the economic method. Torusline took the architecture, the build, the testing and the deployment.
Each system was handed over with its code and documentation. The same model is available today, as a direct contract, as a subcontract to a prime, or inside a consortium.
