We build and modernize the information systems governments and enterprises run on. We are one firm with one set of capabilities and one project list. We work on two pathways: US federal and international development.
Legal identity
Torusline LLC is a limited liability company registered in New Jersey. The founder worked under the Torusline name from 2017 as technology partner to Cambridge Resources International. He formed Torusline LLC in 2024 to carry that work forward.

We qualify as a small business under SBA size standards for NAICS 541511 and 541512. Our SAM registration is pending.
The team
Our distributed engineering team of 10+ covers software development, automated QA, DevOps, site reliability and data engineering. It is a core team plus a vetted associate network. We staff an engagement with people who have worked together before.
We do not publish team names or photos. Named key personnel, with CVs, go into proposals.
How we work
You work directly with the senior engineers who build the system. There is no account layer between you and the people writing the code.
Every release passes automated regression testing. Systems ship with observability, defined recovery targets and runbooks. Deployment is automated and repeatable.
Code and documentation are handed over, not withheld. When an engagement ends, your team can build, test, deploy and operate the system without us.
Cambridge Resources International
We are technology partner to Cambridge Resources International (CRI), an international economic consulting firm. CRI serves the World Bank, development banks and government clients in more than twenty countries.
Between 2017 and 2022 we were the engineering and technology partner on CRI engagements. We designed and built the public investment systems those governments now use. Our founder has been CRI’s technology advisor since 2019.
Founder
Torusline’s founder has spent roughly twenty years building software and leading the people who build it. He has worked as a developer, an architect and, for the past several years, as the head of an engineering organization of more than eighty people at a global software company. There he led a multi-year platform modernization and built an applied AI practice from the ground up.
His work with governments began in 2010 as technology advisor on a World Bank-financed public finance project. Since 2017 he has been technology partner on Cambridge Resources International engagements, designing and building public investment systems for governments in Africa and the Caribbean. Since 2019 he has also been CRI’s technology advisor, covering architecture, build-versus-buy decisions, vendor selection and delivery oversight.
He still writes and reviews code. On Torusline engagements he is the lead architect and the client’s direct technical counterpart. Earlier in his career he was a senior developer at Salesforce and co-founded a digital media startup in Montreal.
He is based in the New York area. Full CV and named key personnel are provided in proposals.
How we contract
- Direct contract with the client for appropriately sized work.
- Subcontractor to a prime contractor.
- Member of a consortium with consulting partners such as CRI.
