Development-financed government systems
Systems of this kind are financed by loans and grants from the World Bank and other development banks. The contracting client is the government agency, and the agency is who we answer to.
Between 2017 and 2022 we designed and built eight systems for seven governments. On each one we were the engineering partner to Cambridge Resources International.
Three were public investment management platforms: PIMIS in Jamaica, the Integrated Bank of Projects in Uganda, and e-SNIP in Mozambique.
Five were national parameter databases, built on one platform and deployed for Uganda, Kenya, Ghana, South Africa and Ethiopia.
Our founder was technology advisor on the World Bank-financed Public Finance Management Modernization Project in Tajikistan in 2010.
What we know about the domain
We have built the project lifecycle into software: concept, profile, pre-feasibility, feasibility, approval, implementation and closure.
That means decision gates, submission and review workflows, central project repositories, and public portals for published data.
We have also built the appraisal inputs. Our parameter databases hold conversion factors for thousands of tradable commodities and non-tradable sectors. They also hold labor categories by region and skill, and the social value of time.
One system was delivered in Portuguese.
How we work with ministries and implementation units
We work to the project implementation unit and the ministry staff who will own the system.
Methodology and appraisal economics usually sit with a consulting partner such as CRI. The software design, build, testing and deployment sit with us.
Handover is part of the work. Code and documentation go to the agency, and training for the staff who will run the system is part of the handover.
